- By the middle of 2005, the management of environment in Probolinggo city was implemented by 2 (two) units which were subdivision for public cleaning services and parks of Public Works Agency of Probolinggo City and the Office of Environment of Probolinggo City. But in August 2005, considering to the aspects of effectiveness in administration, coordination, budget management dan program operations, then those two units were merged into 1 (one) new governmental institution namely the Agency of Public Cleaning Services and Environment (DKLH) of Probolinggo City. Then, in accordance to the institutional restructure of central and regional government, on July 1st 2008, the Agency of Public Cleaning Services and Environment (DKLH) of Probolinggo City was changed into the Environment Agency (BLH) of Probolinggo City.
